the challenge

The American Samoa Telecommunications Authority (ASTCA) sought comprehensive support for the deployment of the BLAST (Broadband Linking American Samoa Territory) Submarine Cable—a vital system designed to connect the islands of Tutuila and Manu’a and improve broadband access across the territory. The project required a blend of technical oversight, permitting navigation, and environmental monitoring in a region known for its ecological sensitivity and remote infrastructure conditions.

WFN Strategies was tasked with full system implementation support, including assistance with permitting, route validation, cable landing coordination, contractor oversight, and environmental mitigation. Challenges included coordinating with U.S. Army Corps of Engineers and NOAA for regulatory compliance, managing construction timelines in remote island environments, and executing real-time environmental assessments during installation to avoid disruption to protected coastal and marine zones. All work had to be conducted with precision and urgency to meet the territory’s public service broadband goals.

WFN Strategies successfully delivered a fully supported submarine cable system that now serves as the critical broadband backbone for American Samoa. The team managed environmental documentation, coordinated with permitting agencies, and provided technical and on-site support throughout installation—ensuring compliance, safety, and successful deployment.

The BLAST system achieved Ready for Service status in 2022. Its completion marked a major step forward in regional connectivity, bridging physical and digital divides in a geographically challenging location. The project reinforced WFN’s ability to integrate environmental diligence with hands-on system implementation in remote island environments.
